Foreign governments cannot tell a real Pennsylvania document from a forged one, so the Hague Apostille Convention created a shortcut: a standardized certificate, the apostille, issued by the Pennsylvania Department of State, Bureau of Commissions. Who issues apostilles in Pennsylvania?

Common mistakes that delay a Pennsylvania apostille
These six mistakes cause almost every rejected Pennsylvania apostille request we see. Each one costs two to four weeks; all of them are avoidable.
- Submitting a photocopy or ‘informational’ copy. Only certified copies with original signatures and seals can be apostilled. Souvenir and hospital certificates never qualify.
- Sending the document to the wrong state. Documents are apostilled where they were issued, not where you live. A Pennsylvania record must go through Harrisburg even if you moved away decades ago.
- Expired or defective notarization. If the notary’s commission has lapsed, or the notarial certificate is missing required wording, the state will reject the document outright.
