The form asks you to select a service. Here is how to choose, and what to do if you are not sure. The most important factor is your destination country, because it decides whether you need an apostille or full embassy legalization.
If your destination is one of the 120-plus countries in the Hague Convention, an apostille is correct. Choose Economy for standard timing, or Express when you have a fast-approaching deadline. For a federal FBI background check, choose FBI Report Apostille, which is processed through the U.S. Department of State and handled fully online. If your document was issued in Massachusetts or New Hampshire and you need it immediately, Same-Day Rush is available.
If your destination country is not a Hague member, such as the United Arab Emirates or Qatar, an apostille will be rejected and the document needs authentication plus consular legalization.
